The ILIA is an index that provides quantitative and qualitative data on the state of advancement of Artificial Intelligence in 19 countries in Latin America and the Caribbean, and identifies achievements, gaps and opportunities for improvement in AI ecosystems.

Analysis Dimensions

The index is structured around three dimensions: Enabling Factors; Research, Development and Adoption; and Governance. These are the three areas that provide a comprehensive perspective on the progress of AI in each country and are composed, in turn, of sub-dimensions, indicators and subindicators.

ENABLING
FACTORS

It assesses the development level of a country’s technological infrastructure, open data access, and specialized AI talent to project the potential impact of this technology within each nation.

I+D+A

Analyzes the progress of research, innovation, and development, as well as the adoption of AI in public, private, and academic sectors, which impact each country’s competitiveness on a global scale.

Measures the maturity level of the institutional environment responsible for promoting public policies and regulatory frameworks that ensure the ethical and sustainable development of AI within local ecosystems.

HABILITANTES

Evalúa el nivel de desarrollo de la infraestructura, de datos y talento humano, elementos fundamentales para el crecimiento de los ecosistemas de IA.

Analiza el avance de la investigación, innovación y adopción de IA en los sectores público, privado y académico, así como el grado de integración de los sistemas de IA en cada uno de esos sectores.

GOBERNANZA

Mide el grado de madurez del entorno institucional encargado de impulsar políticas públicas, regulaciones y una ética sostenible respecto de la IA.

Country Categories in ILIA 2024

El ILIA 2024 agrupa a los 19 países en torno a tres categorías según el grado de madurez de sus ecosistemas de IA: Pioneros, Adoptantes y Exploradores.

Pioneers: Countries with significant infrastructure development, good level of human talent specialized in AI, a robust environment to drive innovation, and with national strategies aimed at fostering the advancement of the technology.

Adopters: Countries with incipient integration of AI in the productive sectors, in services and public administration. They show significant progress in research but not at the level of the “Pioneers” and have a willingness to promote AI investment strategies.

Explorers: Countries that are in the initial stages of AI, developing basic capabilities, planning preliminary public policies and taking the first steps towards the integration of this technology.

INDEX OBJECTIVES

The ILIA is a public good promoted by CENIA and ECLAC and supported by entities such as CAF, IDB, OAS and UNESCO, which provides information on the state of progress of AI in each country of the region, in order to facilitate the development of “roadmaps” oriented to the progress of this technology

Monitoring AI Progress

Assess the use, adoption, and governance of AI in each Latin American and Caribbean country to identify gaps and opportunities that promote a virtuous development of AI.

Become a tool for countries comparison

To become a tool for comparing the relative performance of countries in the region through quantitative and qualitative measurements, enabling continuous tracking over time.

A Reference Tool

Develop a reference document to guide decision-makers in the public, private, and academic sectors as they formulate strategies to accelerate the development of this technology.

PROMOTE REGIONAL COLLABORATION

Identify common challenges in the region to target cooperative efforts in infrastructure, advanced human capital formation and access to quality data.

Promote Ethical and Sustainable AI

Instill a sense of urgency around the need to encourage comprehensive, coherent AI policies, supported by resource allocation that reflects the economic and social importance of fostering AI in the region.

Implement urgent incentives for AI

Create a sense of urgency around the incentive for comprehensive and coherent policies regarding AI, supported by resource allocation that accelerates the adoption of this technology and helps avoid falling behind the Global North.
